THE LONELY PRESIDENT
The traditional meeting between European and American decision-makers now taking place in Munich is an indicator of an Atlantic partnership in free-fall. While the Europeans can hardly hide their misgivings about the US president, members of the US administration present are trying hard to dissociate policies from tweets. This is an uphill battle since Trump has lately been over-tweeting, accusing, lying (again) like some cornered beast. The closer the Mueller investigation comes to the Russia trail, the more furious and vicious the denials become. Only Russia and Putin receive a free pass from this unchained president.
Trump's onslaught on strategic management leaves Europeans (as well as the world at large) with unanswered questions. Nobody knows where America is heading since in Washington the blind are leading the blind. There is no learning curve, no teaching moment, no Pole star. It is not even chaos since that might bring with it a form of catharsis or reckoning. It is sheer ignorance and corruption under the cover of blind arrogance. Trump and sons look like some Laocoon attacked by the serpents sent by the gods--in this case the indictments piling up by Robert Mueller. The feeling of impending crisis is the more ominous after another school shooting in Florida exposed another collusion, that of the Republicans with the NRA (National Rifle Association). The grotesque maximalistic interpretation of the Second Amendment is the more cynical since the conservatives argue that the Constitution should only be taken literally and not given the leeway of time. For them, the letter overrules the bench unless it serves a hidden agenda.
Trump has followers in Europe, where the former Visegrad group of Central European countries follows a populist agenda. The United Kingdom is already a lost cause and the smaller Western European group has no alternative than to sideline Trump for the time being and to try finding a modus vivendi with the more normal leftovers of an administration which appears to cannibalize everyone who serves in its shrinking midst.
This America should not hide the larger other America which is the primary victim of this moral eclipse. The communality between Europe and the United States is for now in the waiting-room of history. Americans were duped and voted for an empty suit man without morals, historical perspective or existential respect for the presidency. Abuse replaced dignity, venal preoccupation chased away any form of empathy. The bedrock of democracy suffers under a stress regime never seen before. Trump is the ultimate ear worm one cannot get away from.
The president is losing the little self-control he had and his posture no longer surprises, it puts people off. He starts to look like a lonely, friendless man lost in a situation which is too complex for him to understand. His cronies are a corrupt lot, guided by self-interest, hiding their knives for now. The danger is that he is trapped in some illusion comique and that he might be tempted to do even crazier things...if possible.

SPARE THE PRAYERS
The school shooting in Florida provokes yet again the same cluster of reactions, culminating in an almost disgusting call for prayers and abdication of responsibility.
The president spoke out as usual, ignoring cause and looking for effect. The Republicans and members of Congress who are on the NRA's payroll banish the word "gun" from their hypocritical comments and run for cover. America doesn't need prayers, it needs action.
This is again a typical Trump day, in which the truth falls prey to his professional muggers and con men/women.
DACA, too, got a black eye in the dark alleys of the merciless Republican agenda.
Soon Americans might consider that polite opposition is getting them nowhere and that "regime change" is no longer the unthinkable alternative.

THE OBAMA PORTAITS
The painted portraits of Barack and Michelle Obama were unveiled in the National Portrait Gallery in Washington, D.C.
Both paintings are remarkable. Obama's portrait looks as if it belongs to an Arthurian legend. There is something magic going on there.
The emotion, which is the subtitle in both works, is only a further indication of the loss of empathy most feel since January 20, 2017.
The resemblance of President Obama's portrait to Nicholas Hiliard's The Young Man Among the Roses is mesmerizing!
AMERICA'S LONG JOURNEY INTO NIGHT
The White House is becoming totally inept at remaining in control of its agenda and narrative. Not only are the moves--tax cuts, infrastructure, immigration--pushed by an inglorious staff, they are usually overshadowed by the countless lies, misrepresentations and overall corruption which are the claims to unsavory fame of this nightmarish administration.
This lazy president is also morally bankrupt. One has become used to the many Camorra-like transgressions--which are more abundant than the body-count in all the Godfathers combined--but lately the spin doctors seem lost in their cover-ups. Their fabricated scenarios implode upon close inspection. From early on, the Trump administration reached out beyond the pool and recruited from the swamp. Today they cannot even find Kamikazes to work for this unraveling nightmare.
The new American irrelevance in the world is creating a windfall for all who like to take advantage of this retreat. The results of this falling apart will be hard to correct in the future. This almost a-cultural US president can no longer be compared with his former equals. He is a freak accident.
In the NY Times column of February 12, David Brooks (Republican pre-Trump era) describes very well how the American political fabric is being subjected to a botched euthanasia. Rules of courtesy and professional ethics are on life-support. Chaos and warfare against formerly accepted gold standards prevail over any attempts to stop the descent into the vulgar reality-show of sleaze and money which are this administration's hallmark.
The sad reality is that this power grab is less the result of an election, than the outcome of a "trick" by way of the Electoral College. America appears to be more skilled in preserving relics of bygone considerations than in revisiting and correcting these errors of the past. Hence Jim Crow is making a come-back and gerrymandering continues to create districts not seen since reason prevailed. The Republicans choose to stick with a president, whom many actually despise, because they consider the tax breaks as their only hope for salvation in the mid- term elections. Trump has the instincts of a street fighter, the "moral fabric" of a Neanderthal, and the sexist DNA of a closeted molester. His God-fearing vice president and the conservative flock in the House fear the wrath of their leader of choice. The Obama years already look as unreal as his portrait in the Smithsonian. Was America really touched by magic and how come the spell died?
Since the Rob Porter's spousal abuse became public, the handling thereof is now a showcase of the total hypocrisy in Trumpworld. The president also continues to deny, for now, that there is a Russian elephant in the oval office. Meanwhile, in the same vein, he pretends to ignore the "wife-beater issue". David Brooks thinks that the American malaise might end up with the rise of a European-style multiparty system. However, the political culture has become so stressed that such an outcome looks almost Utopian. Besides, such a U-turn would need the involvement of an intelligentsia which is on leave for an unforeseeable time. Trump has created a zeitgeist of overall disgust with politics which will be difficult to roll back. Just as Weimar intellectuals chose exile over compromise, their American heirs prefer distance over a Judas embrace.

TRISTE AMERIQUE
Pour suivre Trump il faut etre specialiste en Onomastique et Focalisation. Son vocabulaire est en deconstruction permanente. Ses declarations indirectes alimentent le chaos, qui est l'image de marque de cette administration. On peut se demander si cette cadence peut etre maintenue, a la lumiere surtout des effets pervers secondaires qui destabilisent de plus en plus les regles du jeu. La politique etrangere des Etats Unis est devenue un exercice opaque que se disputent plusieurs acteurs . De meme, les axes dans la gestion de la politique interieure ont conduit au demantelement systematique des grands corps de l'etat, en prenier lieu du judiciaire. D'autres priorites, sante, culture, environnement, education, sont remises en question. Le peleton d'execution est pret.
Les jeux Olympiques d'hiver en Coree du Sud ont ete le theatre d'un rechauffement (suspect) des relations entre freres ennemis et ont mis en lumiere la nature "opportuniste" des alliances avec Trump, qui ici comme ailleurs, sont considerees comme un moindre mal plutot que comme une valeur ajoutee. Il sera interessant d'observer comment se derouleront les prochaines manoeuvres militaires conjointes US / Coree du Sud. Obama a ete critique pour sa "patience strategique". Il semble que d'autres aujourd'hui, en premier lieu les Europeens, ont adopte cette meme ligne de conduite vis a vis du president Trump, dont les ecarts de language et de comportement n'etonnent plus. La barre est bien basse.
Il convient de ne pas dramatiser. Encore ne faut-il pas ignorer ce qui se passe. En "vidant" le Departement d'Etat et en confiant un droit d'initiative a des proches le president a porte un coup grave a la credibilite et au professionalisme de Washington, tant aux yeux de ses allies que de ses "competiteurs". Les Etats-Unis qui etaient chefs de file sont desormais les mal aimes au sein de leurs proches et sont a peine endures ailleurs. Les consequences a moyen terme risquent d'etre structurelles. L'Amerique de Trump est un spectacle sans scenario.
On a beaucoup parle d'une strategie Machiavelique (Steve Bannon) orchestree par la Maison Blanche. L'objectif etant une reorientation fondamentale de la societe americaine en direction d' un modele decentralise, deregularise et sous reserve d'une philosophie (?) de droite. Deja on peut observer la distance acceleree entre Amerique cotiere et Amerique du milieu, entre l'espace urbain et le reste, entre laicite et coyance(s), entre Republicains -generation Bush, Romney- et nouveaux arrives, programmes pour defaire l'heritage d'Obama. "Fire and Fury", best seller de Michael Wolff, eclaire (trop) bien ce choc entre plaques tectoniques. Il ne faut pourtant pas croire, comme le font certains, qu'il sera facile de revenir a la case depart. Il est difficile de prevoir le futur mais il serait dangereux de sous-estimer la machine Trump ou de sur-estimer l' avantage aux Democrates.
Il est normal que dans ces conditions l'alliance Atlantique est aussi mise a l'epreuve. Les Europeens devraient suivre l'engagement suivi par le president Macron, distant sur les grands axes mais proche sur certains dossiers ponctuels. Trump a choisi d'etre "tout entier au dossier Russe attache" et les Europeens n'ont aucun interet a le suivre dans ce piege. On voit aujourd'hui ce qu'il en coute a Washington de n'avoir aucune strategie a long terme ou que ce soit. La Chine est proche la ou elle veut, la Russie renait de ses cendres tandis que les theatres qui ont vu les anciennes avancees americaines se vident ou sont transformes en entreprises de pompes funebres.
Cet Occident qui se vide doit beneficier a l'Europe qui a encore sa "soft power" et qui doit se reassumer, apres les deboires Brexit et Trump. Il y a des foyers qui requirent plus que des parades militaires, du doigte, de l'historicite et une reconnaissance de responsabilite morale dans des situations, en premier lieu au Moyen Orient, en Afrique et en Asie. Une cooperation avec la Chine est parfaitement envisageable comme un retour aux accords d'Helsinki peut l'etre avec la Russie de Putin. Il n'y a pas de causes perdues...il n'y a que des opportunites manquees.

BRUSSELS AIRWAYS
En Belgique, l'histoire se repete. Apres la Generale, SABENA, la debacle Congolaise, le stade qui ne vint pas, le projet musee d'art contemporain, Brussels Airways vient de rejoindre le camps des "loosers". L'ironie etant que ces debacles en serie ont souvent ete notariees par les memes "suspects".
Il est evident que la globalisation n'est pas un exercise "a la carte" et que ce bouleversement socio-culturel va de pair avec des ajustements souvent difficiles. Or en Belgique l'element macro fait defaut tant au niveau de ses institutions que de la DNA dans des domaines aussi divers que la culture ou l'economie. Sans doute eut-il mieux valu prendre l'offre de de Benedetti au serieux, plutot que de subir le demembrement de la Societe Generale au seul profit de la France. La Belgique a raison d'etre une economie ouverte mais elle a tort d'avoir choisi une gestion qui n'a profite qu'a un provincialisme economique.
Il devient presque inimaginable d'envisager encore des projets mobilisateurs, faute d'ambition sans doute, et de moyens, cela est certain. Qui debarque a Bruxelles est en droit de se demander ou est l'Europe. L"accueil "gares pourrait figurer dans Baudelaire.
On se retrouve donc dans une situation ou la demi mesure l'emporte sur la volonte. Il est helas trop tard pour essayer de rectifier ou de corriger les erreurs accumulees. Brussels Airways ne vaut pas une guerre, cela va sans dire. La peripeitie n'est interessante que parce qu'elle confirme un "mal Belge" qui est systematique. Il n'y pas de remede a defaut de volonte, il n'y a pas de recours a defaut d'ambition.
